It is not considered essential that all officers

and warrant officers should speak Chinese, but it is hoped

that a large number will be able to do so.

The employment of British Officers and Warrant

Officers is considered essential.

Assistant Interpretors are to be Chinese and

the number required is 67 exclusive of those required for

the general hospital.

The Council would be glad, in order to avoid

further enquiry, if Mr. Secretary Bonar Law might be moved to forward by cable to the Governor of Hong Kong the full information contained in the War Office letter above quoted.

The Under Secretary of State,

Colonial Office,

S.7.

I am,

Sir,

Your obedient Servant,
